This bill authorizes the state of Washington to issue $3,672,780,000 in general obligation bonds to finance various projects described in the state's capital and operating appropriations acts for the 2019-2021 and 2021-2023 fiscal biennia. The proceeds from the bond sales will be deposited into the state building construction account and the state taxable building construction account, with specific allocations to other accounts such as the outdoor recreation account, habitat conservation account, farm and forest account, and early learning facilities development and revolving accounts. The bill also establishes the debt-limit general fund bond retirement account to be used for the payment of principal and interest on the bonds, and provides for the legislature to take additional measures to raise funds for the bond payments if necessary.
