This bill amends the Lacey Act Amendments of 1981 to clarify provisions enacted by the Captive Wildlife Safety Act and further the conservation of certain wildlife species, specifically big cats. The key provisions of the bill include: defining the term "breed" regarding the propagation or reproduction of big cats; prohibiting the import, export, transport, sale, receipt, acquisition, purchase, or breeding of certain big cat species, with some exceptions for accredited facilities and existing owners; increasing civil and criminal penalties for violations; and authorizing the Secretary to promulgate regulations necessary to implement the new restrictions on big cat ownership and trade.
