This bill establishes the Opioid Recovery and Remediation Fund, which will be administered by the Executive Office of Health and Human Services (EOHHS) in consultation with an advisory council. The fund will be used to mitigate the impacts of the opioid epidemic in Massachusetts, including expanding access to opioid use disorder prevention, intervention, treatment, and recovery options. Funding for the trust will come from amounts recovered by the Commonwealth related to the manufacture, marketing, distribution, or dispensing of opioids, as well as other public and private sources. The advisory council will include representatives from the legislature, governor, attorney general, Massachusetts Municipal Association, and individuals with expertise or personal experience related to opioid use disorder. EOHHS will be required to file an annual report on the fund's activity, revenue, and expenditures.
