This bill provides an exemption from public records requirements for specified expunged criminal history records related to qualifying cannabis offenses. It makes such records confidential and exempt from public disclosure, except for certain entities such as criminal justice agencies and those responsible for employment, access authorization, or licensing decisions. The bill also includes a statement of public necessity, recognizing the disproportionate harm that criminalizing the purchase or possession of small amounts of cannabis has had on minorities and disadvantaged communities, as well as the need for certain individuals to seek gainful employment and become productive members of society. The exemption is subject to the Open Government Sunset Review Act and will stand repealed on October 2, 2026, unless reviewed and saved from repeal by the Legislature.
