This bill enacts the Rochester Housing Court Act, which creates a separate part of the City Court of Rochester that is exclusively devoted to actions and proceedings involving the enforcement of all housing codes pertaining to real property in the city. The bill defines "housing codes" to include state and local laws for establishing and maintaining housing standards, and outlines the various types of actions and proceedings that can be brought in the housing part, such as for imposing penalties, collecting costs and expenses incurred by the city, and appointing a receiver of rents. The bill also establishes an advisory council for the housing part and provides for service of summons and the right to a jury trial. The bill takes effect 60 days after becoming law, and the Office of Court Administration is directed to promulgate rules and regulations for its implementation.
