This bill establishes the City of White Plains Industrial Development Agency (the Agency), which will be a body corporate and politic with the powers and duties conferred upon industrial development agencies under New York state law. The Agency's power of condemnation must be approved by the city council, and its acquisition of real property is limited to the city's corporate limits. The members of the Agency will be appointed by the mayor of White Plains, subject to confirmation by the city's governing body, and will serve at the pleasure of the mayor. The bill also provides that the Agency's operations and activities will be governed by the provisions of the state law regarding industrial development agencies, except as otherwise provided in this new section.
