This bill creates the School Financing Review Commission, a 16-member commission that will conduct an in-depth review of the financing of public elementary and secondary schools in Nebraska. The commission will examine various methods of school financing, including the use of income and sales tax, to provide equitable educational opportunities and reduce reliance on property tax. The commission will also review issues related to school quality, performance, and the needs of diverse student populations. The commission will submit a preliminary report in November 2022 and a final report with recommendations by December 1, 2022. Thereafter, the commission will review the mission of providing Nebraskans with the necessary skills and knowledge, as well as the implementation of the state's school funding laws and any recommendations from the initial report. The commission will report on the adequacy of school funding sources every even-numbered year until 2030.
