This bill creates a new chapter in the North Dakota Century Code related to access to long-term care facilities and unaccompanied undocumented children. Specifically, it allows residents of long-term care facilities or their designated decision-makers to designate "essential caregivers" who can provide in-person physical, spiritual, or emotional support, even during a declared disaster or emergency. The bill also requires the Department of Human Services to establish protocols for these essential caregivers, including safety measures and procedures to replace them when necessary. Additionally, the bill prohibits arranging or promoting care for unaccompanied undocumented children in facilities without a license or approval from the Department. Finally, the bill declares this act to be an emergency measure.
