This bill aims to limit the locations where a motor vehicle may be sold or offered for sale, and prohibit the sale of a motor vehicle by a non-owner who is not a motor vehicle dealer. Specifically, the bill amends existing law to: 1. Restrict non-dealer individuals from selling more than four motor vehicles registered to them or another person in a calendar year, and require them to possess the title and have the vehicle registered in their name before attempting to sell a used motor vehicle. 2. Prohibit New Mexico licensed dealers from selling or offering to sell vehicles at locations other than their established place of business, with some exceptions for temporary off-site sales events that meet certain requirements. The bill also sets an effective date of July 1, 2021 for these new provisions.
