This bill allows political subdivisions in Texas to satisfy requirements to provide public notice by publishing the notice in alternative media, such as social media, free newspapers, school newspapers, homeowners' association publications, utility bills, or direct mailings, if the alternative media has greater circulation than the newspaper with the greatest circulation in the political subdivision. Before using alternative media, the political subdivision must hold a public meeting to demonstrate that the alternative media has greater circulation. The political subdivision must also submit notice to the state comptroller, who may require newspaper publication if the alternative media does not have greater circulation or grant a waiver if the political subdivision has limited internet access. The comptroller is also required to prepare a report comparing the effectiveness of different notice publication methods.
