This bill: - Amends the 2019-2021 supplemental transportation appropriations by adjusting funding levels for various state agencies and transportation projects, including the Department of Archaeology and Historic Preservation, Office of Financial Management, Department of Agriculture, Legislative Evaluation and Accountability Program Committee, House of Representatives, Washington Traffic Safety Commission, County Road Administration Board, Transportation Improvement Board, Joint Transportation Committee, Transportation Commission, Washington State Patrol, Department of Licensing, Department of Transportation, Freight Mobility Strategic Investment Board, and the State Treasurer. - Provides funding for the purchase of electric ferries, fish passage barrier corrections, rural arterial projects, highway maintenance and preservation, and other transportation infrastructure improvements across the state. - Makes administrative transfers between various transportation-related accounts and funds, including the Motor Vehicle Account, Puget Sound Capital Construction Account, and Transportation Partnership Account. - Authorizes the transfer of moneys from the Puget Sound Capital Construction Account to the Transportation Partnership Account during the 2019-2021 fiscal biennium. - Declares this act is necessary for the immediate preservation of the public peace, health, or safety, and takes effect immediately.
