This bill establishes the Primary Care Council, a body within the New Mexico Human Services Department, to develop strategies to increase access to primary care, improve the quality of primary care services, and lower the cost of primary care delivery in the state. The council is tasked with analyzing the state's primary care expenditures, reviewing national and state models of optimal primary care investment, identifying barriers to accessing primary care, and recommending policies and legislation to address primary care workforce shortages and reduce overall healthcare costs. The council will be composed of voting members from various state agencies and organizations representing primary care providers, as well as non-voting advisory members.
