This bill: - Restores tenure rights for certain disabled teachers who have had their disability removed or compensated for through rehabilitation or training, allowing them to be restored to full tenure rights in their district. - Repeals and reenacts provisions related to the applicability of the teachers' retirement system (TRS) and public employees' retirement system (PERS), requiring employers that participate in the defined contribution retirement plans to also participate in the defined benefit retirement plans. - Allows teachers and public employees first hired after June 30, 2006 and before the effective date of the bill to make a one-time election to participate in the defined benefit retirement plan instead of the defined contribution plan, and transfers their contributions to the defined benefit plan. - Modifies requirements for disabled TRS and PERS members to apply for and cooperate with vocational rehabilitation programs, or face termination of their disability benefits. - Changes the cost-sharing for retiree major medical insurance coverage, requiring those hired after June 30, 2006 to pay a higher percentage of the premium cost based on their years of service.
