Bill Summary

AN ACT ENTITLED "An Act relating to reporting acts of misconduct by peace officers; relating to de- escalation procedures used by peace officers; relating to peace officer certificates; and relating to the Alaska Police Standards Council."

AI Summary

This bill amends existing Alaska law to require police officers, probation officers, parole officers, municipal correctional officers, and correctional officers to: 1) de-escalate encounters using non-deadly or less-lethal means before using deadly force, if it is safe to do so; 2) intervene when they know or reasonably should know another officer is engaged in misconduct, unless they cannot intervene safely; and 3) immediately report to a supervisor any incident involving another officer engaged in misconduct. The bill also requires training on these new de-escalation and intervention requirements for certifying police, municipal correctional, correctional, probation, and parole officers. Additionally, the bill allows the Alaska Police Standards Council to deny or revoke officer certifications for failure to comply with these new regulations or for substantiated reports of misconduct.
