This bill, notwithstanding existing statutory provisions, approves the agreements entered into between the state employer and State Bargaining Units 16 and 18 (which represent certain state civil service employees). The bill provides that the provisions of the addenda (i.e., amendments) to these agreements that require the expenditure of funds will not take effect unless the Legislature specifically appropriates funds for those provisions. If the Legislature does not appropriate the necessary funds, the state employer or the bargaining units can reopen negotiations on the memorandum of understanding. The bill also requires the provisions of the agreements that require the expenditure of funds to become effective even if the provisions are approved by the Legislature in legislation other than the annual Budget Act. Finally, the bill appropriates $14,002,000 for State Bargaining Units 16, 18, and all employees excluded from collective bargaining, for the purpose of state employee compensation.
