This bill makes several changes to laws related to public safety: 1) It exempts certain firearm industry advertising and marketing from a prohibition on marketing to minors. 2) It changes the requirements for the California Victim Compensation Board to grant compensation to victims, including removing the restriction on compensating those convicted of violent felonies until after they are released from incarceration. The bill also expands the types of evidence the board can consider in approving claims, removes or raises various compensation limits, and requires additional outreach and information-sharing with crime victims. 3) It defines certain persons transitioning out of the Division of Juvenile Justice as "discharged persons" for purposes of sex offender and arson registration requirements. 4) It grants relief from convictions to defendants who successfully participated in the California Conservation Camp program, institutional firehouses, or county incarcerated individual hand crews. 5) It corrects cross-references in existing law related to the distribution of certain fines, forfeitures, and assessments. 6) It provides funding contingencies for certain provisions to take effect only if sufficient General Fund moneys and backfill appropriations are available. 7) It incorporates changes proposed by other bills related to victim compensation and claims for erroneous convictions.
