This bill would make several changes to California's Medi-Cal program and other health-related programs: The bill would establish the California Health and Human Services Data Exchange Framework, which would require specified health care organizations to exchange health information in real-time by January 2024. The bill would also establish a stakeholder advisory group to provide recommendations on implementing the framework. The bill would make changes to Medi-Cal coverage, including extending full-scope Medi-Cal benefits to individuals under 25 and over 50 years old who do not have satisfactory immigration status, and eliminating the use of resources to determine Medi-Cal eligibility for certain populations. The bill would also make changes to the reimbursement rates for clinical laboratory and complex rehabilitation technology services under Medi-Cal, and would prohibit retroactive reductions to clinical laboratory reimbursement rates. The bill would establish the Children and Youth Behavioral Health Initiative to transform California's behavioral health system, including provisions for a virtual behavioral health platform, school-linked behavioral health services, and incentive payments to Medi-Cal managed care plans. The bill would also establish the Behavioral Health Continuum Infrastructure Program to provide grants for the construction, acquisition, and rehabilitation of behavioral health treatment resources. Additionally, the bill would make various other changes related to the administration of the Medi-Cal program, health information technology, suicide prevention, HIV/AIDS treatment, and the treatment of individuals found incompetent to stand trial.
