This bill: (1) Approves provisions of agreements entered into by the state employer and State Bargaining Units 2, 8, 9, 10, 18, and 19, and provides that the provisions requiring expenditure of funds will not take effect unless the Legislature specifically appropriates the necessary funds. The bill also allows the state employer or the bargaining units to reopen negotiations if the funds are not appropriated. (2) Expands the definition of "eligible employee" for the purposes of Nonindustrial Disability Insurance Family Care Leave to include certain employees represented by State Bargaining Units 2 and 9. (3) Includes longevity pay in the calculation of final compensation for retirement benefits for represented state members in State Bargaining Unit 18 and associated nonrepresented members. (4) Adjusts the normal rate of retirement contribution for certain state miscellaneous and state industrial members represented by State Bargaining Unit 2. (5) Requires the normal rate of retirement contribution for state safety members represented by State Bargaining Unit 2 to be adjusted based on changes in the total normal cost rate for the category, rather than the 2020-21 fiscal year. (6) Adjusts the employer and employee contribution percentages for prefunding retiree health care costs for State Bargaining Units 2, 8, and 18, based on actuarially determined total normal costs. (7) Entitles certain members of State Bargaining Unit 8 employed by the Department of Forestry and Fire Protection who become disabled by injury arising out of their duties to leave of absence without loss of salary for up to one year, or up to three years if the injury is a severe burn. (8) Appropriates $298,737,000 for state employee compensation related to State Bargaining Units 2, 5, 8, 9, 10, 18, and 19, and judges and excluded employees.
