AI Summary
This bill proposes several key firearm safety measures to increase public safety in Washington state:
1. It prohibits the manufacture, possession, distribution, importation, sale, purchase, or transfer of large capacity magazines, which are ammunition feeding devices capable of holding more than 10 rounds.
2. It allows for the continued possession of large capacity magazines that were legally owned before the bill's effective date, but places restrictions on the ability to sell, transfer, or transport these magazines, limiting their use to the owner's property, lawful outdoor recreation, licensed shooting ranges, and transporting them to these locations.
3. It provides limited exemptions to the prohibition on large capacity magazines for certain government officials, law enforcement and military personnel, licensed firearms manufacturers and dealers, and persons engaged in sport shooting or permanently relinquishing a large capacity magazine to law enforcement.
4. The bill amends the definition of "firearm" in state law to include the new term "large capacity magazine" and outlines penalties for violations of the new restrictions, which are punishable as gross misdemeanors.
The overall intent of the bill is to enhance public safety by restricting access to and use of large capacity magazines, which have been shown to increase casualties in mass shootings. The bill is introduced amid heightened concerns over gun violence and gun sales in the context of the COVID-19 pandemic, economic recession, and social tensions.
