This bill amends the definition of "dog or cat breeder" in the Occupations Code to include individuals who possess five or more adult intact female animals and are engaged in the business of breeding those animals for direct or indirect sale or exchange. It also requires the Texas Commission of Licensing and Regulation to review and adjust the fee amounts established under the Occupations Code to ensure they cover the costs of administering and enforcing the chapter. The bill provides a transition period, allowing dog or cat breeders with five or more but fewer than 11 adult intact female animals to operate without a license until January 1, 2022.
