This bill amends the Pennsylvania Consolidated Statutes to further provide for the denial of municipal permits. The key provisions are: 1) Municipalities can deny permits to applicants who have delinquent taxes, water/sewer/refuse charges, or serious code violations on properties they own within the municipality, unless the applicant has taken substantial steps to correct the violations within 6 months. 2) Municipalities cannot deny permits necessary to correct code violations. 3) Permit denials based on tax or fee delinquencies do not apply if those are under appeal or being contested. 4) When denying a permit, the municipality must provide details on the property and legal proceedings. 5) Limited liability corporations and their principals must disclose any delinquencies or code violations on properties they own in the municipality, with a $500 fine for failure to do so. The bill takes effect 60 days after passage.
