This bill enacts provisions relating to collective negotiations by health care providers with certain health care plans in certain counties. It applies to health benefit plans that provide benefits for medical or surgical expenses incurred as a result of a health condition, accident, or sickness, including individual, group, blanket, or franchise insurance policies or agreements offered by certain entities. The key provisions of the bill authorize health care providers to collectively negotiate various non-fee related terms and conditions of contracts with health plans, and under certain circumstances, to collectively negotiate fee-related terms. The bill also establishes requirements for health care providers' representatives, a process for resolving negotiation impasses, and provisions for monitoring and confidentiality.
