This bill creates a new section in the Kentucky Revised Statutes (KRS) Chapter 205 to require the Department for Medicaid Services (DMS) to accept the training and employment of temporary COVID-19 personal care attendants (PCAs) as meeting the necessary requirements for State Registered Nurse Aides. The bill requires DMS to apply for any Medicaid waivers or state plan amendments necessary to implement this provision, incorporate it into the nurse aide training and competency evaluation program, and promulgate any necessary administrative regulations. The bill also declares an emergency due to the devastating impact of the COVID-19 pandemic on the long-term care workforce and the risk of losing employment for those who served as PCAs during the pandemic.
