This bill amends the Executive Law to authorize the Correctional Association of New York (a non-profit organization) to regularly inspect and examine all secure, limited secure, and non-secure facilities operated, maintained, or certified by the Office of Children and Family Services. The bill grants the Correctional Association the authority to conduct unannounced visits, receive and review incident reports, and have confidential contact with the residents and staff of these facilities. The bill also empowers Prisoners' Legal Services of New York to provide legal representation to youth in these facilities, including the ability to access their records and investigate their complaints. Additionally, the bill requires the Office of Children and Family Services to ensure that youth have access to a confidential hotline operated by Prisoners' Legal Services to report abuse and other issues.
