This bill requires the Commissioner of Environmental Conservation to place and operate air quality monitoring systems within a one-mile radius of all airports located in cities with a population of one million or more. The monitoring systems will continuously measure data for various air pollutants, including ozone, sulfur dioxide, and particulate matter. Additionally, the bill mandates the placement of a photochemical assessment monitoring station and a national ambient toxic trend station within the same one-mile radius to monitor volatile organic compounds during the summer ozone season. The Commissioner or their representative is also required to periodically meet with site engineers, local community organizations, and elected officials to inform them of the air quality monitoring results and, if necessary, recommend or establish programs to mitigate any adverse air quality issues.
