It provides factors for the state engineer to consider when assessing whether a water use will be contrary to water conservation or detrimental to public welfare, including making findings on the impacts of climate change and economic viability over a 40-year period. The bill also allows for broader citizen standing to challenge water applications and requires the state engineer to publish detailed findings to support approval or denial of applications.
