This bill appropriates a total of $21.7 million from the general fund to the Indian Affairs Department and the University of New Mexico to address the Yazzie/Martinez v. State of New Mexico lawsuit. The funding will be used for several purposes: (1) $5.75 million to build capacity for tribal departments of education to develop education blueprints and governance structures, and engage in collaborations with schools and community-based programs; (2) $3.4 million for tribal departments of education to develop culturally and linguistically relevant early childhood curriculum and assessment tools; (3) $5.75 million for tribal libraries to develop after-school, extended student services, and community-based summer school programs; (4) $3.4 million for Native language programs to plan, develop, and provide staff development; and (5) $3.4 million to create information technology departments and internships to increase support for tribal education entities. Additionally, $1 million is appropriated to the University of New Mexico to prepare a statewide IT plan for tribal communities and schools.
