This bill enacts the Fast Food Accountability and Standards Recovery Act or FAST Recovery Act. It establishes the Fast Food Council within the Department of Industrial Relations to set minimum standards on wages, working conditions, and other employment terms for fast food restaurant workers. The council is composed of representatives from state agencies, fast food franchisors and franchisees, workers, and worker advocates. The bill requires the council to promulgate minimum standards, conduct reviews, and hold public meetings, and it allows local jurisdictions to establish Local Fast Food Councils. The standards set by the council would be the minimum requirements for fast food workers, enforced by the Labor Commissioner, unless superseded by a valid collective bargaining agreement. The bill also prohibits retaliation against fast food workers who report health and safety issues.
