This Resolution amends Rule 64 of the Rules of the House of Representatives to expand the Speaker's authority to clear not only the galleries but also the House chamber, lobby, and other House-regulated spaces in response to disturbances or disorderly conduct. It clarifies that the Speaker is responsible for maintaining decorum and order in these areas, and individuals disrupting proceedings can be removed. The amendment also grants committee chairmen the power to clear committee meeting rooms if disturbances occur there. Furthermore, it prohibits banners, placards, flags, and other signage, as well as disruptive behaviors like clapping, yelling, or chanting, in House-regulated spaces during sessions or meetings. The resolution also restricts clothing promoting political platforms and allows for visual inspection of bags for potentially harmful items, while prohibiting noise-amplifying devices without prior approval from the Speaker.
