This bill expands apprenticeship utilization requirements for public works projects in Washington. It requires that at least 15% of labor hours on public works contracts over $1 million awarded by the state, school districts, and four-year universities be performed by apprentices. It also imposes the 15% apprenticeship requirement on public works contracts over $200,000 awarded by municipalities. The bill provides exceptions to the requirements in certain circumstances, such as a lack of apprentice availability or a high ratio of material costs to labor hours. The Department of Enterprise Services and Department of Labor and Industries are tasked with monitoring and reporting on apprenticeship utilization on these public works projects. The bill takes effect on July 1, 2022.
