This bill amends, repeals, and adds to existing law to enact the Idaho Literacy Achievement and Accountability Act. The key provisions include: - Requiring the State Board of Education to develop an evidence-based Idaho Comprehensive Literacy Plan to ensure students develop strong literacy skills needed for future learning. - Establishing a statewide reading assessment for students in grades K-3 to be administered at least twice per year, with results reported publicly. - Requiring school districts to offer reading intervention programs for K-3 students identified with reading deficiencies, including individual reading improvement plans and parent notification. - Creating a literacy intervention program that provides at least 60 hours of supplemental instruction for students scoring below basic and 30 hours for students scoring basic on the reading assessments. - Reviewing teacher preparation programs to ensure alignment with the literacy plan and requiring a one-time reading instruction course for certain teachers. - Requiring school boards to participate in literacy intervention training and set annual literacy proficiency and growth targets. - Allowing the State Board of Education to promulgate rules to implement the provisions of the act.
