This bill provides increases in the rates of payment for certified home health agencies and directs the Commissioner of Health to establish minimum standards and a minimum benchmark for home care service payments by any Medicaid payor. Specifically, the bill requires a 10% increase in the base episodic payment and individual rates for services exempt from episodic payments starting in the rate year commencing on April 1, 2022. Additionally, the Commissioner is authorized to further increase the episodic payment level for certain costs, subject to approval from the state budget director. The bill also requires the Commissioner to establish minimum standards and a minimum benchmark for home care service payments by any Medicaid payor, which can also serve as a benchmark for non-Medicaid third-party payors.
