AN ACT to amend the labor law, in relation to the establishment of a wage data clearinghouse

This bill establishes a wage data clearinghouse in New York state. The clearinghouse will use existing unemployment insurance data and other labor, education, and workforce development data to evaluate the long-term effectiveness of workforce development and education programs, identify gaps in workforce training availability, and conduct research to increase long-term employment, especially for the unemployed and underemployed. The clearinghouse will be administered by a selected academic institution and overseen by a statewide advisory board. The clearinghouse will have access to state and federal unemployment and wage data, but must keep any personally identifiable information private. The clearinghouse will release reports and aggregated data publicly, and the Department of Labor will evaluate the program one year after its establishment and every four years thereafter.
