AN ACT to amend the public health law, in relation to requiring hepatitis C virus testing of newborns

This bill requires the Commissioner of Health to establish a comprehensive program for the testing of newborns for the presence of Hepatitis C Virus (HCV) and/or the presence of antibodies to such virus. The bill directs the Commissioner to promulgate regulations governing the implementation of the testing program, including the administration of testing, counseling, tracking, disclosure of test results, follow-up reviews, and educational activities relating to such testing. The goal is to improve the health outcomes of newborns and to improve access to care and treatment for newborns infected with or exposed to Hepatitis C Virus and their mothers.
