AI Summary

This bill, called the "Comprehensive Career and Technical Education Reform (CCATER) Act," makes several revisions to career and technical education in Mississippi: It requires the State Board of Education to notify all incoming middle and junior high students of the career and technical education programs offered by local school boards. It also requires all students to take the ACT WorkKeys assessment, with each school district determining the grade level for administration. The bill revises the curriculum for the career and technical education program, including adding technical writing, computer programming, personal finance, business/construction mathematics, and computer science courses. It also changes teacher licensing requirements, allowing local business or professional personnel to be granted an "expert citizen-teacher license" without an associate's or bachelor's degree, and expanding the license from one year to five years. The bill also grants standard five-year renewable licenses to certain teachers who have been employed for at least five years. Additionally, the bill requires the State Board of Education to include student performance on the ACT WorkKeys assessment in the accreditation rating system, weighted similarly to the standard ACT assessment. It also directs educator preparation programs to include Praxis Core and Praxis II examination preparation courses.
