This bill makes several changes to election laws in New Mexico: It directs the Secretary of State to provide county clerks with funds for business reply mail to ensure delivery of voter registration certificates, mailed ballot applications, and returned mailed ballots. It eliminates election day voter registration at polling places, but allows registration at the county clerk's office and alternate voting sites in the 28 days before an election. It adjusts the timeframe for processing voter registrations after an election, requiring they be processed no later than the first business day after the county canvass is approved. The bill revises requirements for returning and handling mailed ballots, including requiring voters to provide their signature and last four digits of their social security number rather than their registration address and year of birth. It prescribes working hours for the absent voter election board on election day. Finally, it eliminates the ability of third-party agents to submit voter registration and mailed ballot applications on behalf of voters.
