AN ACT RELATING TO UTILITIES; ENACTING THE COMMUNITY SOLAR ACT; PRESCRIBING REQUIREMENTS FOR COMMUNITY SOLAR FACILITIES, SUBSCRIBER ORGANIZATIONS AND SUBSCRIPTIONS; PRESCRIBING REQUIREMENTS FOR ADMINISTRATION OF A COMMUNITY SOLAR PROGRAM; PROVIDING THAT RENEWABLE ENERGY CERTIFICATES ASSOCIATED WITH A COMMUNITY SOLAR FACILITY ARE THE PROPERTY OF THE QUALIFYING UTILITY; PROVIDING EXCEPTIONS FOR NATIVE COMMUNITY SOLAR PROJECTS; DIRECTING THE PUBLIC REGULATION COMMISSION TO ADOPT RULES TO IMPLEMENT A COMMUNITY SOLAR PROGRAM; ALLOWING THE COMMISSION TO ESTABLISH AND COLLECT FROM SUBSCRIBER ORGANIZATIONS REASONABLE APPLICATION FEES.
