This bill establishes the Transition Aged Youth Housing Program to create housing for youth under 26 years old who have been removed from their homes, are experiencing homelessness, or are under the jurisdiction of a court. The California Interagency Council on Homelessness will develop, implement, and administer the program, awarding grants in the form of forgivable deferred loans to local government agencies and nonprofit organizations to fund capital development programs and convert emergency shelters or transitional housing to permanent supportive housing for transition aged youth. The bill requires the council to maintain and publicly report on key program data, and exempts the council from the rulemaking provisions of the Administrative Procedure Act when administering the program.
