AI Summary
This bill increases the health insurance premium surtax from 1% to 3.75%, and distributes 55% of the net revenue from this surtax to a new Health Care Affordability Fund. The fund will be used to reduce the cost of health insurance premiums and out-of-pocket costs for New Mexico residents who purchase plans on the state's health insurance exchange. The bill also requires the Superintendent of Insurance to establish and annually update affordability criteria to define standards for affordable health coverage, and to submit a report on the expenditures and impact of the fund. Additionally, the fund can be used to maintain health coverage for residents if the federal Affordable Care Act is repealed or reduced.
