This bill creates the Regional Two Plus Two Pilot Project, a six-year pilot program in the southeastern region of New Mexico to establish a seamless transition from community college to university. The key goals are to improve graduation rates, reduce student credit hour accumulation and debt, decrease remediation, and increase collaboration among the participating institutions. The participating schools include Eastern New Mexico University, the Roswell and Ruidoso branches, New Mexico Junior College, New Mexico Military Institute, Clovis Community College, and the Carlsbad branch of New Mexico State University. The project will track four-year cohorts of students starting in 2022, with the participating institutions designating lead administrators, determining data collection and evaluation methods, and submitting annual reports on the efficacy of the program to the state legislature and Secretary of Higher Education.
