This bill requires state agencies, institutions, and political subdivisions to publicly post the names and resumes of at least three finalists for appointive executive positions, such as non-elected chief executive officers, at least 10 days prior to making a final decision. The bill provides an exception to the Inspection of Public Records Act to protect the identities of applicants except for the finalists. It also exempts letters of reference and medical/psychological data of finalists from public inspection. The bill does not supersede existing law regarding the disclosure of applicants for the position of university president. The bill also declares an emergency, indicating it will take effect immediately.
