These services include providing referrals and resources for substance use disorder treatment, education on infectious disease transmission, rapid testing for diseases like HIV and hepatitis C, and distributing harm-reduction supplies like hypodermic needles and opioid antagonists. The entities providing these services must register with the State Department of Health and report quarterly on their activities. The bill also provides an exception to the definition of drug paraphernalia for objects possessed by these authorized harm-reduction service providers.
