This bill: Requires the State to reduce statewide greenhouse gas emissions by 60% from 2006 levels by 2030 and achieve net-zero statewide greenhouse gas emissions by 2045. It requires the Maryland Department of Labor to adopt regulations establishing certain energy conservation requirements for covered buildings, including requiring new covered buildings to meet increasing levels of energy use reductions compared to the 2018 International Energy Conservation Code, and to be solar-ready or net-zero energy by 2033. The bill establishes a goal of planting and helping to maintain 5 million sustainable trees of species native to the State by the end of 2030, including at least 500,000 trees in underserved areas, and creates various programs and funding sources to support this goal. It also requires the State vehicle fleet to consist of 100% zero-emission light-duty vehicles by 2030 and creates a Net-Zero School Loan Fund to assist local school systems in meeting net-zero energy requirements.
