This bill amends the Cramming and Slamming Act to clarify the definition of "cramming." Cramming is defined as charging a customer for telecommunications services or other goods and services that were not authorized by the customer, or using a sweepstakes, contest, or drawing entry form as authorization to change or add services to a customer's telephone bill. The bill also provides definitions for various terms used in the Act, such as "billing aggregator," "commission," "customer," "local exchange company," "provider," "slamming," and "telecommunications service."
