This bill allows the Arizona Department of Transportation Director to establish a system to require the recording of certificate of title information, including the perfection and release of security interests, through electronic media instead of paper documents. The Director may also contract with an association of new motor vehicle dealers to manage a lien recording system on behalf of the department at no cost to the state. The bill also requires the Director to establish procedures for the electronic certificate of title system and develop methods to electronically share information related to certificate of title applications with law enforcement and licensed entities.
