This bill: Authorizes the creation of a State Debt in the amount of $1,107,427,000, the proceeds of which will be used for various necessary building, construction, planning, renovation, and capital equipment purchases across different state agencies and programs, including accessibility modifications, senior centers, historic sites, general state facilities, public safety facilities, higher education facilities, community colleges, and other infrastructure and community projects. The bill also makes amendments to previously enacted capital budget bills from 2012 through 2020, including extending termination dates and adjusting funding amounts for certain previously authorized projects. The bill establishes requirements related to matching funds, historic preservation easements, and reporting, as well as provisions for transferring funds and approving contracts. The bill also includes preauthorization of additional state debt in 2022, 2023, and 2024 for further capital projects.
