This bill requires the disclosure of lead-based paint test reports in real estate transactions. Specifically, it mandates that every seller of residential real property deliver to the buyer a certificate and report indicating whether the property has been tested for lead-based paint prior to the signing of a binding contract of sale. The bill also requires landlords to provide tenants with any existing reports on lead-based paint or lead-based paint hazards in the property. The purpose is to increase transparency and awareness around potential lead-based paint issues, in order to better prevent lead poisoning, especially in older housing stock.
