This bill amends existing law to provide for certain synthetic drugs and controlled substances. Specifically, it: 1. Adds new definitions for "marijuana" to exclude FDA-approved drug products containing cannabidiol derived from cannabis with no more than 0.1% residual tetrahydrocannabinols. 2. Adds several new synthetic drugs and compounds to Schedule I, the most restrictive schedule of controlled substances. 3. Adds the substance norfentanyl to Schedule II, which includes other opioids and narcotics with accepted medical uses. 4. Makes various other technical and clarifying changes to the definitions and listings of controlled substances across Schedules I through V. The overall purpose of the bill is to update Idaho's controlled substances laws to address emerging synthetic drugs and other substances of concern, while carving out an exception for certain FDA-approved cannabis-derived medications.
