This bill provides for insurance reimbursement for expenses related to the provision of personal protective equipment (PPE) for direct care workers, care recipients, and an emergency inventory of a ninety-day supply of PPE under the Medicaid program. The reimbursement will be a clear addition to the base rates of payments and will not be used to replace existing Medicaid payments. The standardized amount for PPE reimbursement will be adjusted annually based on clinical best practices and public health considerations, and rate adjustments will be made within 30 days during a declared state of emergency to accommodate increased PPE needs. The bill also requires that the funds spent on PPE for workers must be used solely for that purpose and not retained or used for any other manner by the home and community-based long-term care providers or fiscal intermediaries.
