This Concurrent Resolution requests the Auditor, a government official responsible for reviewing state programs, to conduct a "sunrise review" of a proposal to certify and regulate community health workers (CHWs). A sunrise review is an analysis of a new regulatory proposal to determine if it is necessary and beneficial. The resolution highlights that CHWs, who currently are not licensed or regulated by the state, play vital roles in providing health education, advocacy, and access to care, especially in rural areas, and that standardizing their qualifications could improve healthcare access and allow their services to be covered by insurance. The Auditor is specifically asked to gather input from current CHWs and consider the potential financial impact of the proposed regulations on them, and then submit findings and recommendations to the Legislature before the 2023 session.
